Asset Management, Construction and Operations (based in KSA) Reporting line
The Project Procurement Manager's will report to the Sr. Procurement Manager _KSA
KEY ACCOUNTABILITIES
- Single accountable procurement member in industrial projects
- Steer all Procurement activities throughout the stages of the project
- Embedded in the Project team
- Liase with Business for all procurement activities on the project
- Leads negotiations with consultants, EPC and contractors or local equipment suppliers, jointly with the Business and the support of the other relevant procurement role involved.
- Translate the project's business targets into a Procurement strategy in order to ensure the Procurement is technically and financially able to meet the overall aims and schedule of the project.
- Be committed to achieving and improving overall project performance whilst steering any actions needed to reduce risk
- Collaborate with the business stakeholders to obtain the necessary info so Procurement could be able to provide the necessary support as requested by Business.
- Manage Project Procurements Buyers, if any.
- Manage Project Procurements Processes and Procedures.
- Develop medium/long term strategic partnerships with consultants, contractors and local suppliers
- Ensures procurement governance is maintained along the project and timely actions and decisions are taken
- Ensure risk assessments are conducted and implement corrective action plans
- Ensure Group rules and policies (internal and external) are applied throughout the Procurement process
STEER PROJECT PROCUREMENT AND INTERVENE AT STRATEGIC POINTS
- Steer and coordinate Procurement for the whole project and take charge of the most strategic/difficult purchases
- Coordinate and centralize all procurement contributions for the project, except for key equipment's Global Lead Buyers
- Make sure the needs are challenged
- Identify and/or select consultants, contractors or local equipment suppliers who best meet the project requirements
- Oversee calls for tenders and conduct key negotiations
- Draw up the contract with the legal and contract management departments
- Support in the relationships with the most critical consultants, contractors or local equipment suppliers and deal with major (key) disputes
- Identify, prioritize, engage and work in a project mode with internal and external stakeholders
- Manage risks and opportunities
- Manage local regulations into the project procurement activities
- Collaborate with internal stakeholders (project teams, finance, legal, aifa, H&S, E&C and others) and ensure early involvement in the procurement process.
- Maintain shared documents and repositories for contracts, procurement plans, and performance reports.
Provide contractual, budgetary and regulatory supervision of the project on behalf of Procurement
- Define local procurement processes, procedures, control document policies
- Ensure all project procedures and applicable regulations are followed
- Control overall project procurement costs and issue warnings when required (exercise his / her right to intervene)
- Ensure the contract is correctly implemented and understood by all parties involved
- Adapt Procurement activities to operational constraints
- Commit to achieving the Procurement financial and operational performance targets
External (contractors and suppliers) and internal (project) intelligence
- Maintain an updated deep knowledge on the market to identify which potential consultants and contractor could be consulted.
- Maintain updated the الدولة contractor's panel and coordinate with the major and preferred contractors panel managers in procurement.
- Share with the internal clients the contractor's panel and check if it fulfills the needs of business and the necessities of the contract strategy implemented, and in case that does not meet those needs identify alternative contractors and update the panel.
- Identify innovative opportunities on the consultants, contractors or local equipment suppliers market
- Obtain technical and financial intelligence about current and potential consultants and contractors in order to anticipate long-term consequences for the project
- Challenge the project's technical aspects in order to ensure consultants, contractors or local equipment suppliers products and services meet the customer's needs in the long-term
- Implement alternative Procurement strategies to avoid crises
- Conduct market intelligence to obtain information on competitors and opportunities, to identify innovative procurement solutions, suppliers, and market trends, in collaboration with other stakeholders
- Coordinate and assure the involvement of the rest of procurement stakeholders in the process (Global Lead Buyers, Category Lead Buyers )
- Provide a holistic vision of the project cycle life, taking care of development, construction, and O&M needs
DETAILED RESPONSIBILITIES
- Define and adapt project Procurement plan and strategies
- Draw up a list of requirements in collaboration with the Business, engineering and the buyers
- Take CSR and Carbon Neutral/Zero targets into account
- Define the procurement project management plan, strategies and procedures, in order to improve the competitive advantage of the business and up-grade them if necessary
- Ensure early involvement from development phase, quality of service and performance contribution of procurement to the project
- Coordinates the involvement of Global Lead Buyers for key equipment
- Analyze Business objectives
- Apply category strategies related to their parts of the project
- Define negotiating tactics/directions, working with the project team and Category team
- Leads qualification of consultants, contractors or local equipment suppliers, if not covered by a managed category
- Lead or contribute (depending on the Global Business Unit governance) to define the project contracting strategy
Qualifications
- Bachelor's degree in Engineering, Supply Chain Management, Procurement, Business Administration, or related field
- Master's degree (MBA or equivalent) in Procurement, Supply Chain, or Project Management is an advantage
Language
- Excellent command of written and spoken English. Arabic is a plus.
Experience
- Minimum 8-12 years of experience in procurement, sourcing, or supply chain management, with at least 5 years in project procurement roles within industrial, infrastructure, energy, or EPC environments
- Proven experience managing end-to-end procurement activities in large-scale projects, from development phase through execution, commissioning, and close-out
- Demonstrated expertise in handling complex contracts (EPC, construction, consultancy, and equipment supply) including tendering, negotiation, and contract administration
- Strong experience in supplier/contractor management, including qualification, evaluation, performance monitoring, and dispute resolution
- Hands on experience in strategic sourcing and category management, aligning procurement strategies with project and business objectives
- Proven track record in cost control, budgeting, and value optimization within project environments
- Experience in risk management and mitigation strategies, including managing supply chain disruptions and contractual risks
- Familiarity with local regulations, compliance requirements, and procurement governance frameworks in project execution
- Experience working in cross functional and multicultural teams, collaborating with engineering, finance, legal, HSE, and project management
- Strong background in stakeholder management, including internal business units and external partners (consultants, contractors, suppliers)
- Experience in market intelligence, supplier development, and building strategic partnerships
- Proficiency in procurement systems and tools (ERP systems such as SAP, Oracle, or equivalent)
