Quantity Surveyor - Commercial Management in Tabuk, المملكة العربية السعودية is a senior construction opportunity responsible for cost planning, contract administration, procurement, valuations, and financial control across major infrastructure and heavy civil engineering packages. Parsons Corporation is hiring an experienced commercial professional to protect project budgets, manage contractual exposure, and maintain cost certainty throughout the complete construction lifecycle.

Role Context
The Quantity Surveyor will manage the commercial performance of complex construction packages from pre-contract planning through final account settlement. The المنصب will provide reliable cost information, administer contractual obligations, assess payment applications, evaluate changes, and support senior management with accurate financial forecasts. Close coordination with project managers, engineers, procurement teams, contractors, consultants, and client representatives will be required. Effective commercial control will help limit cost escalation, reduce claims exposure, improve procurement outcomes, and ensure that project decisions remain aligned with approved budgets.
Key Responsibilities
- Manage the commercial and contractual administration of major infrastructure and construction work packages.
- Monitor project expenditure against approved budgets, cost plans, commitments, and forecast values.
- Prepare cost estimates, cash flow projections, budget updates, and monthly commercial reports.
- Review contract conditions and provide practical advice on obligations, notices, claims, entitlements, and commercial risks.
- Administer FIDIC based contracts and maintain accurate records of contractual correspondence and decisions.
- Prepare Bills of Quantities, pricing schedules, tender documents, and commercial evaluation criteria.
- Support tendering activities from bidder clarification through evaluation, negotiation, and recommendation.
- Analyze contractor submissions and confirm that commercial proposals are complete, competitive, and contractually compliant.
- Review monthly progress applications and verify quantities, rates, supporting records, and completed work.
- Prepare payment recommendations and ensure certifications reflect actual site progress and contractual requirements.
- Assess variation orders, change requests, compensation events, and additional work instructions.
- Develop independent cost assessments and negotiate commercial settlements with contractors.
- Track potential changes from initial notification through approval, implementation, and final account agreement.
- Identify cost trends, budget pressures, procurement exposure, and emerging commercial risks.
- Recommend mitigation measures to protect the client's financial and contractual المنصب.
- Monitor project KPIs and explain significant cost, commitment, forecast, and payment variances.
- Support claims analysis, dispute avoidance, negotiation, and formal resolution processes.
- Maintain commercial registers covering payments, variations, claims, bonds, insurances, and contractual notices.
- Coordinate with planning teams to understand the time and cost implications of delays or scope changes.
- Assist with contract closeout, final measurements, account reconciliation, and final payment certification.
Ideal Profile
- Bachelor's degree in Quantity Surveying, Civil Engineering, or a closely related discipline.
- Minimum 10 years of professional Quantity Surveying and commercial management experience.
- Strong background in large scale infrastructure, heavy civil engineering, or major construction projects.
- Practical expertise administering FIDIC or comparable international construction contracts.
- Proven ability to prepare and review Bills of Quantities, estimates, forecasts, valuations, and final accounts.
- Experience evaluating variations, contractual claims, payment applications, and commercial risks.
- Strong understanding of procurement, tender evaluation, cost control, and contract closeout processes.
- Proficiency with CostOS, Candy, Primavera, or related commercial and project management software.
- Advanced Microsoft Excel capability for cost modelling, reconciliation, forecasting, and data analysis.
- Excellent written and spoken English communication skills.
- Strong negotiation, commercial judgment, and stakeholder influencing ability.
- Capacity to work accurately under demanding deadlines and changing project priorities.
- Previous المملكة العربية السعوديةn or wider Middle East experience is strongly preferred.
- Experience supporting giga projects, major land developments, or remote infrastructure programmes is advantageous.
- Willingness to work in remote or challenging project environments within the Tabuk region.
