Scope of Responsibilities for Deputy Project Director I. Overall Responsibilities
Assist the Project Director in the comprehensive management of the entire project lifecycle. Undertake core auxiliary management tasks including construction execution, technical implementation, on‑site coordination, multi‑party liaison, and team collaboration to ensure the efficient and orderly progress of all project activities.
Support the Project Director in strictly implementing project design requirements, national and industry standards, contractual obligations, and overall project objectives. Coordinate all construction phases, collaborating units, and professional disciplines to promptly address various on‑site issues, bridge management gaps, and ensure the project is completed on time, with quality, safely, and in compliance, meeting the final operational and usage requirements.
II. Construction Management Support Responsibilities Comprehensive Support for Schedule, Quality, Safety, and Cost Management
Assist the Project Director in formulating detailed construction schedules and phased milestone plans. Monitor construction progress in real time, accurately record deviations, promptly report them, and collaborate on corrective measures to ensure alignment with the master schedule and prevent delays.
Oversee on‑site construction processes, equipment installation precision, and system commissioning effectiveness throughout the project. Conduct daily quality inspections against design drawings, standards, and quality acceptance criteria, focusing on identifying potential quality hazards in all construction phases. Immediately report identified issues and supervise the construction team to rectify them, preventing common quality defects and ensuring overall project quality meets standards.
Assist in implementing comprehensive safety management across all construction phases. Focus on supervising high‑risk activities such as high‑altitude work, heavy equipment lifting, temporary electricity use, and hot work. Regularly inspect for safety risks, supervise the construction team to implement safety measures, participate in pre‑construction safety briefings and frontline personnel training, assist in handling on‑site safety incidents, uphold the safety bottom line, and prevent accidents.
Assist the Project Director in reviewing quantity calculations, variation orders, and on‑site visa documentation. Verify cost expenditure details, strictly control cost management for materials and equipment procurement and on‑site usage, support budget tracking, control unnecessary cost overruns, and ensure project costs remain within the contractual budget.
III. Technical Management Support Responsibilities Drawing and Technical Document Management
Assist the Project Director in reviewing construction drawings, detailed design drawings, specialized technical proposals, and equipment technical specification documents for all project disciplines. Identify technical ambiguities, difficulties, and unreasonable aspects in the drawings, compile them into written professional opinions, and report them.
Participate in drawing reviews, design briefings, technical seminars, and other specialized meetings. Take minutes, disseminate information, assist in liaising with the design unit, track drawing optimization, revision, and confirmation progress, ensuring updated construction drawings are implemented promptly and accurately, guaranteeing the accuracy of technical construction basis.
Assist in organizing and archiving all technical documentation, ensuring technical data, equipment manuals, parameter reports, acceptance certificates, etc., comply with national standards, industry practices, and project archival requirements, ensuring completeness, clear classification, and easy retrieval.
Technical Coordination and Problem Resolution
Assist the Project Director in coordinating technical interfaces between design, supervision, general contractor, and cross‑disciplinary teams (MEP, low‑current systems, fire protection, decoration, etc.). Facilitate the communication of construction technical requirements, synchronize progress across disciplines, and prevent technical disconnection or construction conflicts.
Handle routine on‑site technical issues, promptly resolving conflicts related to piping layout, spatial reservations, and point coordination in cross‑disciplinary construction. Immediately elevate major technical issues to the Project Director, participate in technical argumentation and solution optimization, ensuring efficient resolution of on‑site technical problems.
Assist in participating in the review of major technical proposals and equipment selection argumentation. Verify compatibility of technical parameters across systems, ensuring smooth integration of all project disciplines and supporting facilities, and confirming methodology are implementable.
IV. On‑site Management Responsibilities Construction Organization and On‑site Supervision
Assist the Project Director in organizing the orderly mobilization of construction teams. Collaborate in defining the scope of work, processes, and responsibilities for each team, ensuring on‑site preparation, technical briefings, and personnel coordination before construction commences.
Supervise the acceptance inspection of incoming construction materials and equipment. Verify brand, model, specifications, quality, and certificates of conformity against technical specifications and contractual requirements, preventing the use of non‑conforming materials/equipment, and maintaining complete acceptance records.
Oversee the entire construction process. Conduct daily inspections of on‑site progress, installation quality, and safety measure implementation. Supervise construction personnel for compliance, promptly stop illegal operations, maintain construction logs, and regularly report on‑site conditions to the Project Director.
Equipment Installation and Commissioning Management
Liaise with equipment suppliers. Assist the Project Director in tracking the on‑site installation and commissioning progress of various project equipment, coordinating cooperation issues between suppliers and construction teams to ensure smooth progress.
Assist in organizing subsystem commissioning and overall integrated system testing. Focus on coordinating linkage tests for fire protection, building management systems (BMS), low‑current systems, etc., verifying linkage functions and operational parameters to ensure normal collaborative operation.
Follow up on commissioning effectiveness throughout. Assist in verifying system and equipment performance, ensuring all facilities and systems operate stably and fully meet design requirements and actual project usage needs.
V. Acceptance and Documentation Management Responsibilities Project Acceptance Management
Assist the Project Director in organizing acceptance inspections for concealed works, sub‑projects, and system commissioning. Prepare acceptance documentation in advance, verify on‑site acceptance points, collaborate with supervision and the client to complete the acceptance process, and promptly urge rectification of identified issues.
Support third‑party testing agencies and government authorities during specialized acceptance inspections. Assist in preparing required technical documentation and on‑site testing conditions, follow up on the implementation of acceptance feedback rectification, and ensure smooth passage of all specialized and final project acceptance.
Assist in following up on project trial operation. Monitor system and facility operational status throughout, record trial operation data, verify operational stability and reliability, promptly address issues during trial operation, and ensure the project meets formal handover standards.
As-built Documentation and Handover
Assist the Project Director in reviewing and compiling the complete set of as‑built documentation, including as‑built drawings, commissioning reports, equipment lists, product certificates, maintenance manuals, user manuals, acceptance records, etc., ensuring completeness, standardization, and accuracy, meeting project archival and handover requirements.
Assist in organizing the project completion handover. Liaise with the operations/end‑user unit, collaborate on on‑site practical demonstrations and documentation handover, assist end‑users in familiarizing themselves with facility operation and basic maintenance knowledge, ensuring a smooth project transition.
VI. Post-handover Maintenance and Support Responsibilities
Assist the Project Director in coordinating warranty‑period maintenance services from equipment suppliers. Track the resolution progress of equipment failures and system issues during the warranty period, urge suppliers to promptly repair or replace, ensuring continuous stable operation of project facilities.
Assist in providing technical training for the operations/end‑user team, covering basic facility operation, routine maintenance, and simple troubleshooting, ensuring relevant personnel are proficient in usage and maintenance essentials.
During the warranty period and subsequent operational phase, continuously monitor project performance, provide technical support to end‑users, assist in resolving daily usage issues, and ensure facilities meet long‑term operational needs.
VII. Communication and Team Management Responsibilities
Serve as an auxiliary liaison point for the Project Director, assisting in daily communication and coordination with the client, supervision, design, general contractor, suppliers, and cross‑disciplinary teams. Timely relay project information, construction requirements, and stakeholder feedback, ensuring smooth and efficient communication channels.
Assist in managing on‑site construction teams and personnel, clarifying role responsibilities, monitoring team performance, coordinating internal collaboration, and enhancing on‑site construction efficiency and teamwork.
Participate in project weekly/monthly meetings and specialized working sessions. Assist in preparing presentation materials, compile data on progress, quality, safety, and cost, submit weekly/monthly reports and specialized work summaries, and promptly feedback issues and requirements in project advancement.
Complete any other tasks assigned by the Project Director, fully supporting the comprehensive management of the entire project lifecycle.
Skills Professional Experience
Minimum of 10-15 years of progressive experience in the construction industry.
Project Scale: Proven track record of working on large‑scale, high‑value projects (specifically projects valued over $400 million USD / 1.5 Billion SAR).
Role Level: Prior experience in senior management roles (e.g., Project Manager, Construction Manager, or Assistant Project Director) within an international contracting environment.
