Purpose
Reporting directly to the Technical Support Manager, in developing and implementing an asset management plan, monitoring asset performance and risk management. Should act as the subject matter expert to manage identification of root causes and resolve plant-related technical issues.
To manage long and short–term maintenance activities associated with defects and planned maintenance programmes, TILs, through a team of site‑based engineers. The المنصب holder will be responsible for developing the long‑term engineering strategy for the plant (Operations & Maintenance) and for building a capable engineering & maintenance team. Coordinate with the project الشركة for completing CAPEX and OPEX projects. Ensure the plant meets availability, reliability, efficiency, generation, and cost targets, safely and within strict environmental limits.
Functions / Task Safety, Quality & Environment
- Responsible for ensuring compliance with IMS.
- Ensure الشركة Health, Safety and Environmental policies and procedures are followed.
- Participate in internal/external Health, Safety, Environmental and Quality audits and act on any relevant findings.
Engineering
- Provide guidance to the maintenance team after detailed analysis of problems pertaining to mechanical, electrical and I&C areas.
- Develop and strategize the working structure and procedure for assessment, analysis and recommendation of preventive measures.
- Support the O&M team for safe, reliable and efficient operations of the plant.
- Develop strategies for the implementation of policies, standards and procedures for engineering and technical work performed.
- Oversee development needs and maintenance of staff competence in required areas.
- Prepare the strategic plan about maintenance requirements and manage the budget of the TS department.
- Ensure safe working conditions during operations and maintenance of the plant.
- Manage the long‑term service agreement for planned and unplanned outage service of gas turbines.
- Support the TS manager in successful implementation of routine plant maintenance.
- Support the TS manager in successful preparations and completion of planned shutdowns.
- Implement engineering practices in accordance with OEM and international standards.
- Support the TS manager in development and implementation of the long‑term engineering strategic plan.
- Conduct life‑cycle management for all major plant systems and author technical reports.
- Support the TS manager in safe and efficient delivery of high levels of commercial availability within environmental limits.
- Make or assist decisions to resolve plant maintenance problems with immediate, medium and long‑term consequences.
- Deliver outcomes consistent with Quality, Health, Safety and Environmental policies and procedures.
- Manage engineering competence and develop succession plans for key engineering staff.
- Provide guidance to resolve complicated and critical technical operational and maintenance issues.
- Guide the team for efficient utilization and management of resources (manpower and other resources) for safe, reliable and efficient plant operations.
- Plan and coordinate between operations and other teams regarding routine preventive and predictive maintenance requirements.
- Monitor the progress and quality of work orders in CAPEX and OPEX.
- Ensure efficiency and availability targets are effectively communicated and achieved.
- Ensure all procedures, documentation, drawings and manuals are kept up to date and necessary training is completed in a timely manner.
People Management
- Maintain high standards of management, ethics and leadership.
- Take a lead role in implementing performance management processes by setting objectives and targets for individuals and performing periodic reviews. Provide coaching to individuals in achieving the set targets whenever necessary.
- Implement lessons learned and other activities to achieve a learning culture.
- Communicate and cooperate with the Maintenance, Operation and HSE teams.
- Perform the role of a subject matter expert in specialized areas of the plant.
- Execute training and qualification programs.
Reporting and Planning and Budgeting
- Meet monthly regional reporting requirements.
Spares, Consumables and Use of Tools and Equipment
- Ensure all tools and equipment are appropriately maintained and in good working condition.
Provision of Technical Advice
- Deliver technical advice to colleagues and contractors to maintain a high standard of safety and the proper execution of plant maintenance practices.
- Apply engineering knowledge and skills to review and update work instructions.
- Implement initiatives to address inconsistencies in CMMS scheduling, practices and documentation.
Frame Works, Boundaries, & Decision Making Authority
- Operate under the general guidance of the Technical Support Manager on issues related to plant maintenance & operations and team management.
- Plan and manage own areas of activity within policy/procedural boundaries; any extraordinary issues arising outside set policies and procedures are referred to the Plant General Manager and leadership for discussion and approval of recommended actions.

- Achieving section objectives such as completing the RCA, incident reports, MATS, projects, outages, TILs, etc.
- Follow‑up outage planning, QA/QC in outages.
- Accuracy of forecast budget.
- Downtime due to unavailability of necessary spares and consumables.
- Quality and accuracy of documentation.
- Support in completing all engineering processes.
