Role Overview

The Chief Operating Officer (COO) will be a core member of the executive leadership team responsible for establishing, scaling, and optimizing the operating model of a new digital bank in Riyadh. This role oversees day-to-day operations, ensures operational resilience and regulatory compliance, and delivers a seamless customer experience aligned with digital-الأول banking standards. The COO will work closely with the CEO, Board, and regulators to ensure the bank is fully prepared for launch and المنصبed for sustainable growth.

The ideal candidate is an experienced banking operations leader with a deep understanding of digital banking, operational transformation, and the regulatory landscape in المملكة العربية السعودية.

Key Responsibilities

1. Operational Strategy & Leadership

• Define and execute the bank's operational strategy, operating model, and organizational structure.
• Lead the build-out of core operational functions, including Operations, Payments, Fraud & Disputes, Contact Center, Service Delivery, and Business Support Services.
• Establish service-level frameworks and ensure operational readiness for launch and scale-up.

2. Regulatory Compliance & Risk Management

• Ensure operations comply with SAMA regulations, cybersecurity guidelines, AML/CTF requirements, and all applicable laws.
• Collaborate with Compliance, Risk, and Legal teams to implement robust controls, policies, and monitoring frameworks.
• Lead operational risk management, incident response, and business continuity planning.

3. Customer Experience & Service Delivery

• Design and operationalize a digital-الأول service model that delivers frictionless customer experiences.
• Oversee customer support channels (contact center, chat, in-app support) to ensure high-quality service.
• Drive continuous improvement initiatives based on customer feedback, analytics, and performance metrics.

4. Digital Operations & Process Optimization

• Implement automation, workflow management, and intelligent process design to optimize back-office efficiency.
• Partner with Technology and Product teams to align operational workflows with digital platform capabilities.
• Drive KPIs such as cost-to-income ratio, processing accuracy, turnaround times, and customer satisfaction.

5. Vendor & Partner Management

• Establish and manage partnerships with payment processors, core banking vendors, outsourcing partners, and other service providers.
• Ensure vendor performance, SLAs, security compliance, and cost efficiency.

6. Operational Risk, Controls & Resilience

• Develop policies and oversee operational controls to ensure resilience and high service availability.
• Lead crisis management and business continuity planning.
• Manage fraud monitoring, dispute resolution, and loss mitigation processes.

7. Team Leadership & Culture

• Build, lead, and mentor a high-performing operations team.
• Create a culture of accountability, customer-centricity, and continuous improvement.
• Champion operational excellence and collaboration across departments.

Qualifications & Experience

• Bachelor's degree in Business, Finance, Operations Management, or a related field (MBA preferred).
• 15+ years of experience in banking operations, including senior leadership roles.
• Strong experience in digital banking , neo-banks , or large-scale operational transformations .
• Deep understanding of SAMA regulatory requirements and Saudi banking operations.
• Proven track record in launching or scaling digital products or financial services.
• Experience implementing core banking systems, payment infrastructure, and digital service models.
• Bilingual (Arabic and English) strongly preferred.
