Overview: GovCIO is currently hiring for a Quality and Evaluation Specialist to perform the work and practices of quality systems at all levels of administrative, educational, training, and professional and contribute to development plans, and monitor performance as a whole supporting the Royal Saudi Naval Forces (RSNF). This position will be located in Riyadh, KSA and will be an onsite position. Responsibilities: Develops and implements program quality plans and procedures. Ensures that performance and quality products conform to established company and regulatory standards. Reviews, analyzes and reports on quality discrepancies and data related to production. Investigates problems and develops disposition and corrective actions for recurring discrepancies. Interfaces with stakeholders to ensure requirements are met. Recommends corrective actions, dispositions, process optimization and modifications.
  • Responsible for scheduling, conducting, and tracking corrective action from both internal audits as well as external auditors.
  • Ensures test coverage across a broad range of environments, testing all elements of the release process.
  • Performs as the configuration manager for all organizational process assets which include policies, processes, procedures, and associated tools.
  • May gather metrics data as needed to support the analysis and reporting on operating efficiency and key business metrics.
  • May support the development and maintenance of relevant records for all performance improvement initiatives.
Qualifications: The RSNF Quality and Evaluation Specialist is concerned with quality systems and uses local and international standards to collect data, prepare reports, and train on quality systems, thus developing educational and administrative processes. This falls on the responsibility of the quality advisor on his experience, profession, and work. Also, the subsequent responsibility for following up on the current employees’ application of quality practices with new employees, thus training and managing quality assurance programs and developing plans and strategies to improve all associated processes. Ability to work in a changing environment.
  • Work with a reasonable degree of independence.
  • Has the experience and knowledge that helps him determine the requirements for implementing quality systems.
  • Experience in problem-solving management, discrepancies detection, and working to fix them, with the ability to handle any new problem and identify appropriate solutions effectively.
  • Good skills in information technology used in quality systems.
  • Ability to develop, test, and analyze performance indicators and write reports of performance indicators regularly.
  • Work on the requirements for Military Academic Accreditation.
  • Work as a member of the quality and evaluation committees of the educational and training procedures for Military Academic Accreditation.
  • Follow up on the committees work to achieve the Military Academic Accreditation requirements.
  • Contribute to the educational, training, and administrative program development plan.
  • Carefully monitor performance and develop the required action plan.
  • Perform related tasks as required and hope to achieve the department’s objectives.
  • Provide advice and training to the staff.


Qualifications


BS with 2-5 yrs experience or commensurate Bachelor’s degree in a field related to the assigned program or position AND a minimum of four (4) years of direct military experience in the associated functional tasks - OR – ten (10) years of combined military and civilian experience in the associated functional tasks.
Shall have professional knowledge of Navy management theories, policies, principles, procedures, and techniques.
Shall be a Saudi national.

Preferred Skills and Experience

  • Work in the field of Quality.
  • Work in the field of Consulting.
  • Hold one of the following certificates (CAMS, QA, CRCM, CGSS, ITIL, ISO, ASQ, CQM, CPHQ, CFE).
  • Masters degree in Quality.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors. Posted Salary Range: USD $61,850.00 - USD $80,400.00 /Yr.
